I'd love to see China, India, and Russia, and South Africa and some Middle East countries like Saudi Arabia, UAE, Iran and Israel on the list.

Your graph says debt as % of GDP, but that can't be right. You data says external debt, so I guess this is more like money owed to foreign countries.
Japan right now has a massive debt in comparison to most other countries, but most this debt is owed to people in Japan.
